Trade off: Russia agress to sign Kyoto in exchange for WTO membership

After only a couple of days since Russian scientists voiced their concerns regarding the Koyoto protocol. However today Izvestia reported that at a meeting of the Russia-E.U. commission the sides have agreed that the E.U. would help Russia to enter WTO and these steps "affect positively Russia's position regarding Kyoto and would speed up its eventual ratification. The Russian parliament is now expected to ratify the protocol as early as in October of this year."
Call me a false prophet but I betcha it ain't gonna happen.

Russian academy of Science shuns the Kyoto protocol

according to this article in the Russian newspaper Izvestia, Russian Academy of Science
has advised president Putin against signing up to the Kyoto agreement.
Unlike in Canada or the U.S. where Kyoto has been a subject of much public debate,
Russian society has largely stayed oblivious to the controversy. It was assumed that Russia could easily sign the agreement with no price tag attached due to the sharp decline in industrial emissions since 1989, the protocol's ground level. But right now, when Russia's industrial output has been on the rise, the Russian government began to worry about the issue.
So the protocol was sent for evaluation to the Russian Academy of Science. The academics point out that Kyoto lacks scientific validity and also would be too costly for the Russian economy.

Well, I see their point...

A technical note
