Trade off: Russia agress to sign Kyoto in exchange for WTO membership

After only a couple of days since Russian scientists voiced their concerns regarding the Koyoto protocol.However today Izvestia reported that at a meeting of the Russia-E.U. commission the sides have agreed that the E.U. would help Russia to enter WTO and these steps "affect positively Russia's position regarding Kyoto and would speed up its eventual ratification. The Russian parliament is now expected to ratify the protocol as early as in October of this year."
Call me a false prophet but I betcha it ain't gonna happen.
